Description: Duties and Responsibilities:
1. In collaboration with the Benefits and Compensation Manager, research and recommend modifications and enhancements to the benefit and compensation plans for the College.  Compile and tabulate information, including bid specifications, for decision making on plans and providers.  Work with actuaries and Finance to calculate and manage the College’s OPEB liability.  Administer the benefit plans. 
2. Work with internal and external customers to answer compensation and benefit questions and to resolve benefit issues.  Apply general human resources policies and procedures and pertinent state and federal laws to Human Resources activities and projects.
3. Manage District adherence to state, federal and plan administrative insurance rules and recommend related policies, procedures and guidelines. Serve as District HIPAA Officer.
4. Research and document insurance trends as they relate to District benefits and make corresponding recommendations for plan changes.  Compile, analyze and disseminate insurance data and reports to monitor benefit utilization and expenditures.
5. Prepare informational documents relative to insurance benefits and consumer-driven health care and disseminate to staff.  Use employee portal to engage employees in benefits and wellbeing and ensure visibility and awareness of the benefits provided for our employees.  Provide comprehensive benefits overview as part of new employee orientation.  
6. Collect and analyze data and input related to compensation, benefits and health and wellbeing. Identify and implement process improvements and benefit/wellbeing programs to enhance talent acquisition and retention efforts and continually improve the candidate and employee experiences.  
7. Maintain and document the HRIS benefits table infrastructure and assist with upgrades and testing of benefits information in the HRIS.  Work with Payroll to maintain paid and unpaid leave and benefits data integrity. 
8. Administer employee leave of absence programs to ensure plan compliance with state and federal laws and MPTC policies and procedures. 
9. Responsible for the budget development and resource management for all benefits and wellbeing operations and activities.  Perform other duties as assigned. 
10. Assist in the development of the Talent System strategic plan and budget and the creation, administration and evaluation of Human Resources policies, procedures, guidelines and the Employee Handbook. Assist with Human Resource functions and projects.  Perform other duties as assigned.  


Qualifications:

Associate Degree in a related field; Bachelor’s Degree in Human Resources or related area preferred. Any equivalent combination of education and experience from which comparable knowledge and abilities can be acquired.
2. Four years of related experience to include benefits administration, compensation administration, benefit plan design, and self-insured plan administration.  Human Resources generalist and/or payroll experience preferred.
3. Strong analytical skills for account reconciliation, data queries and related analysis.
4. High degree of organizational skills. Ability to work independently and prioritize multiple projects and tasks.  
5. Strong problem-solving and decision making skills.  Ability to exercise sound judgment.
6. Excellent verbal and written communication skills including the ability to work with all levels of internal and external customers in a team environment.
7. Experience with HR information system and online benefits administration. Knowledge and experience with computer hardware and software applications, including Microsoft Office 365 Suite (Office Suite, Exchange Online, SharePoint Online, etc.).
8. Demonstrated ability to learn and apply employment laws, employee handbook language and procedures/policies.
9. Demonstrated ability to work effectively with diverse populations by promoting and maintaining an inclusive work environment and culture that is respectful and accepting of diversity.
10. Demonstrated ability to respect the confidentiality of information.
