POSITION SUMMARY:

This is a professional, full-time human resources position with an emphasis on administering employee benefits as well as a wide variety of human resources management responsibilities, including training and development, new employee onboarding, continuous improvement initiatives, personnel and payroll systems processing, compensation management, labor relations, and policy administration and development.  Work is performed under the direction of the Employee Resources Director. 

 

QUALIFICATIONS:

Bachelor's degree from an approved college/university in Human Resources Management or related field and two years of work experience in the Human Resources field; Master's degree in related field and experience in benefit administration, and process improvement initiatives desirable.  Experience with Workday HR/Payroll system preferred.  Experience with Wisconsin Retirement System, State Life Insurance and Income Continuation Insurance benefits preferred.  Equivalent combination of job-related education and/or experience may be considered.

 

EXAMPLES OF WORK PERFORMED:

  • Responsible for the benefit administration for 750+ employees of Marathon County; develops benefit materials for onboarding, open enrollment and special enrollment; answer employee, department, and public questions regarding benefit and personnel issues; ensures County benefit policies and procedures are in compliance with Federal and State law; make recommendations for changes to current and future benefit plans; coordinates third-party COBRA administration and completes various ad-hoc reports, forms and correspondence for departments, employees and retirees.
  • Utilizes web-based employer portals to enroll, change or terminate employee benefits with third party benefit administrators.
  • Communicates the details of benefit programs to employees.
  • Assists employees in completing benefit forms.
  • Ensures mandatory federal notices such as COBRA, CHIP, Privacy Policy Notice, etc, are provided to employees.
  • Reconcile monthly health and dental benefit plan invoices against payroll deduction reports.
  • Coordinate payment of missed benefit premiums with employee and the Finance Department.
  • Develops, coordinates, and conducts a variety of meetings and training programs such as sexual harassment, annual Open Enrollment, continuous improvement methods, etc.
  • Advises employees and County departments in interpreting and administering personnel policies and procedures and labor agreements; interprets and applies federal and state laws to individual requests and situations; maintains required records.
  • Stays current with new developments, technologies, methods, theories, and processes as related to human resources management.
  • Proactively participates as part of the Employee Resources Department team in improving human resource systems.
  • Role models Marathon County core value behaviors.
  • Follows all laws, regulations, and policies; ensures legal compliance with governmental requirements.
  • Advises employees on employment, employee relations, payroll, and other issues.
  • Serves as liaison and point of contact for benefit administrators.
  • Participates in various programs, committees, task forces, and commissions; represents the department at various community activities, agencies, and organizations.
  • Completes special projects; may serve as project leader, and works with department heads, managers, employees, third party administrators, and others.
  • Conducts surveys to obtain and analyze personnel-related data; completes surveys received from other organizations.
  • Develops solutions to work issues that add value for our customers; facilitate process improvement projects.
  • Participates in establishing professional development goals that are supportive of broader County goals.
  • Maintains regular and predictable attendance.
 

KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of principles, practices, methods, theories, and systems related to human resources management.
  • Knowledge of state and federal laws, regulations, and administrative rules pertaining to labor and employment law.
  • Ability to interpret and apply personnel policies and procedures, labor contracts, and federal and state laws, rules, and regulations.
  • Ability to plan, organize, prioritize, adjust to, and control variations in work load.
  • Ability to work without direct supervision and exercise initiative.
  • Knowledge of continuous improvement methods; ability to improve organizational performance and lead positive organizational change.
  • Ability to independently make sound judgments and decisions and solve problems in accordance with general department policies and procedures.
  • Ability to recognize exceptions to policies and procedures and seek assistance when needed.
  • Skill in collaboration with the ability to gain cooperation and desired outcomes.
  • Ability to be open minded and receptive to different points of view.
  • Ability to successfully interact and maintain effective working relationships with co-workers, other County department employees, Human Resources and other committees, community organizations, applicants, and the public.

COMPENSATION:

Salary range (C42):  Minimum--$54,263,  Midpoint--$65,116; Maximum--$78,247 per year
